Western Union.

If I am sending someone some cash by Western Union (not on the Internet but by going to one of the locations that have them), do I need to specify the recipient's location.

In other words, does it matter where the WU transfer is sent to or can the recipient pick it up in virtually any country that has WU facilities?

You have to tell them the city and country.

Otherwise your receiver could just wander into a branch in China and ask for his Bulgarian Zlots or whatever, and be disappointed.

Yes, but on the MoneyGram website it says that just because you direct the recipient to a bank, in say, the USA, this does not preclude them from taking the cash in other countries. I was wondering if the same applied to WU?

I've only used WU once, but had to specify the city in the States that the payment was heading for - the receiver could go then go into any branch of WU in that city.

I would guess that WU would need to know at least the country it was heading for so they can make good use of their currency reserves ie if they have £10 million total to send to the USA and only £9million in payments the otherway, then they would need to make sure they had a spare million in the US to cover the net payments out.

If however the recipients decided to withdraw the million in India unexpectedly, then WU would have a deficit in India and it could cost them to wire the money there in short time.

I know in principle WU would have plenty of funding to cover such movements, but they would make a bigger profit in knowing exactly where every penny was heading to.
