I am just curious about who are the owners of Barclays PLC, because only 5% of the shares are traded publicly.

The shareholders. See the annual report for those shareholders with more than 3% (as of the last report: Axa, L&G, Qatar) of the company, and see the Registrars for a list of the rest :-)
