Configuring Tax

Hello, I've been trying to find the solution to this problem for about a week now. I'm pretty familiar with RMS. I am currently trying to configure taxes using RMS 1.2.



My problem:



I need RMS to calculate a 6% sales tax on shipping costs within a specified state, in this case KY. If it is outside the state of Kentucky, shipping tax nor sales tax need not apply. When I go to Configuration>Sales Tax tab, I have it set to assign by tax schedules on a per customer basis.



Walk-In customer tax group: KY sales tax (6%) Customer field for tax matching: State



Is this even possible to do with RMS? My boss says it is because 30 other states are doing it with RMS. Anybody have any idea how I can go about doing this and configuring it in RMS. Any help will be GREATLY appreciated.
