I have a non-inventory item DELIVERY. I would like to require it on every transaction. Is there any way to do this?

To have it added to every transaction automatically (without user intervention) you would need to use a hook function - either InitializeTransaction or BeginTender would seem appropriate to me..
Much simpler would be to create a Custom POS Button to add the item - there is an example on CustomerSource. This requires the cashier to click the button on every transaction, but doesn't require a custom component...
