Purchase order to bring all quantities to restock level

Is there a way to generate a purchase order that would bring all items up to Restock Level even though they are not at the Reorder Point? Here's what I'm trying to do: I may carry 10 different items from a supplier and only three of them are at the Reorder Point, but since I'm putting an order in for the items that are at the Reorder Point, I'd like to bring all of the other items back up to the restock level even though they may not be at the Reorder Point. By doing this, I will save on shipping and will reduce the number of orders I have to place.
