What happened to QSRules with 1.3

Is it true?

Did the GUIDs for the QSRules change without updating the version numbers? If so, this is a MAJOR inconvienence and a big no-no for MS (talk about breaking all the COM programming rules there are).

I have a .Net wrapper for the QSRules that I created with the 1.2 dll and now my wrapper will not load on a system with 1.3 installed. When I look in the registry for QSRules.SessionClass, I do indeed see that it is in there but with a different GUID. And the new GUID is marked with a version of

1.0.

Can someone confirm this? And if this is true, can we tar and feather the person responsible?
