quantity discount on returns

I cannot figure out how to get quantity discounts to come up on a return. I assume it is because the quantity is negative and therefore below the discount threshold. Is this a bug? Is there a solution (beside manually overriding price)?

This is not good. If a cashier is not alert they wil refund more that the customer paid.
