Ben,
You don't need Citibank, you just need a bank or ISO that uses Vital as their processor. Check with your existing bank and maybe they already do!

Belived or not , We set up Merchant acc with City bank , we spend 10 days asking they to do vital setup . also we try to ask Vital but they need order from City.
