RMS Kit quantities should be able to go negative

There should be a configuration setting in RMS-SO to allow kit items to go negative. I have a customer who physically builds kits, but are not entered into RMS right away (let's say a quantity of 10). Usually this is for permissions reasons, a clerk can physically put together the Kit item, but does not have rights to go into RMS-SO Manager.

Then some of the Kit items are sold (let's say quantity of 2). Since the Kit item is not allowed to go negative, it stays at a quantity of 0 while the component quantitites are decremented. Then when the manager comes in and "Builds" the Kit for 10 within RMS-SO manager, the quantity of the Kit is too high (shows 10 when it should show 8) and the quantity of the components is too low (by a quantity of 2 times however many make up the kit).
