I am operating on Headquarters v1.2 and Store Operations v1.3 however when I upload items the information does not transfer. Do both need to be the same version?

I am operating on Headquarters v1.2 and Store Operations v1.3 however when I upload items the information does not transfer. Do both need to be the same version?
Headquarters and Store Operations always have to be the same version for the uploads/downloads to work.
