Is there a way (without Customer Accounts) of generating a workorder/backorder and accepting full/partial payment. I need the option to take any deposit from none to full.
I don't think the current configuration option ' require full deposit on backorders' will do what I need.
Is there a way to do this?

Within the POS Screen, use the 'Details' button [ctrl+F9], and then check 'Override Deposit'. That allows you to specify how much money you wish to collect at the tender screen. This works in workorders, I don't know about other modes. I have the ' require full deposit on backorders' option disabled.
