Woohoo, R3 fixed our problems with running 2006 Pro 5 user on terminal server.
What problems were fixed?

We have a 2003 Small Business Server and a Terminal Server. QuickBooks
2006 is installed on the Terminal Server.Prior to R3, only the server Administrator was able to open QuickBooks. All other users were getting "[Error 3371] QuickBooks could not load the license data. This may be caused by missing or damaged files." Now all users can open QuickBooks.
Additionally, even the administrator could not open a company file located on the SBS; the company file had to be on the TS. Now our 2006 QuickBooks company files can be on the SBS with the company files from the other QuickBooks versions.
Any chance you can detail the process of installing QB 2006 on TS 2003? All I seem to get is "Missing files, reinstall"
