Later the op says (in a subsequent post which includes an image of the Edit Account Details dialog), " ... the account is set up as Linked to checking ... (cleared the account #), there is no online tab." ["Linked to checking" is not correct; the account is setup as a "linked checking account". It is the "investment" account that has a "linked [to] checking account".]
I believe the original poster does not understand how Quicken linked checking accounts work.
- Linked checking accounts are artificial accounts - they are NOT (they can not be used with) real-world accounts
- You can not download directly to a linked checking account (transactions are entered manually by the user, or they are generated automatically by Quicken from cash-generating transactions in the linked investment account)
- A linked checking account does NOT have an account number (you can enter one, but it is meaningless to Quicken)
That is why the Edit Account Details dialog for a linked checking account does not have an Online Services tab.
There is no Quicken problem. There is no Fidelity problem. There is a user problem. And that user problem will disappear as soon as the original poster comes to grips with the fact that what he expects, cannot happen.
If the op has a real-world checking account at Fidelity (and Fidelity has made that account eligible for downloading), that account must be setup in Quicken as a stand-alone online-enabled checking account. It CAN NOT be linked to any other Quicken account. [If the real-world checking account is not eligible for downloading (a financial institution decision), then the user must maintain that account manually in Quicken - and the checking account still can not be linked to an investment account.]
