Mysterious file

I have a mysterious file on my desktop called Q3.dir. It was created last night by quicken. I opened it with notepad and it contains the names of my quicken files.

Can I delete it or at least move it to the quicken data folder?

Yes you can delete it, but it will return. Quicken backup creates that file, all you can do is to control where the file gets created. To do that, designate the folder where Quicken "starts". Right-click your Quicken desktop icon, left-click Properties, then fill in the "Start In" box with the path to the folder where you want Quicken to start. To get Q3.DIR created in your Quicken data folder, enter it's path in the "Start In" box.
