I use E-Trade's "MarketCaster", but I have access to it because I have an E-Trade account. I don't know of any completely free and open real-time quote services, but then I haven't spent much time looking for one either.
I don't know how up-to-the-minute this is and I don't know if you can set up alerts. But if you look at the very bottom of this page,

Also, if you use AOL's AIM instant messenger service, you can set it up to run a ticker. You don't have to subscribe to AOL to use AIM. Again, I don't know how up-to-the-minute it is or if you can set alerts.
My participation in the market is longterm, so I haven't found a need for something that keeps me abreast of the market intraday. So, with this message, I have exhausted the extent of my knowledge of online stock tickers.
Wait, one more thing: What about the NYSE and NASDAQ websites? Have you looked there?
