Quicken Help File does not display correctly

I posted this problem on the Quicken site. One possible answer did not resolve the problem

I had a disk failure and had to rebuild / reinstall everything.

After installing Windows 7 x64 pro and getting all the Microsoft updates including IE10. I downloaded a fresh copy of Quicken Premier

2011 from the Intuit site.

Everything seems to be working properly with the exception of Help. When I click help/quicken help (F1) I see what appears to be markup language, not the expected help display. I have removed and reinstalled Quicken. Have also removed and reinstalled iseek answerworks which Quicken installs.

A sample of the first few line that are displayed when clicking on help in Quicken follows:
