When does Quicken typically limit the downloading from financial institutions. I am running version 2012, so is it when 2015 comes out?

Yes, generally on April 30 of the 3rd year. To see the official word, go to the Quicken website and type "sunset" into the search box, which should take you to:

The key sentence says, "As a Quicken for Windows customer using the 2011 product, your online services will expire April 30th 2014."

For Q2012, it's NOT when Q2015 is released (which should be in the next month or so). The "sunset" date for Q2012 will be April 30, 2016.
Further note that the sunset is calculated as being approx 3.5 years from RELEASE of the product ... not from when any individual bought the product.
