But if everyone gets put down a band then council tax will go up as they still need to raise the same amount

Not this year as the councils will have already set the rate for each band, and I am sure that if they then tried to increase it there would be legal challenges.

Not a problem, it wouldn't have to be this year. They'd just borrow any shortfall, and then the tax will go up even more in later years so they can repay the loan and interest.

BTW, councils don't actually set the charge for each band independently, AIUI there is a statutory ratio between them, so the charges for bands A to H are 6, 7, 8, 9, 11, 13, 15 and 18, respectively, ninths of the charge for band D.
