CIFAS false warning against my address - why?

After applying online for an account with a building society, they contacted me by phone to verify the application and ask some security questions. Wondering why they need to do this as I already have other accounts with them, I was shocked to be told a CIFAS warning is recorded against my address and apparently someone has been trying to use my identity fraudulently so they need to check.

According to the CIFAS website

formatting link
"In all impersonation cases, CIFAS Members are obliged to send a mandatory letter to the innocent victim if their current address is known, advising of the CIFAS warning and how it will prevent further impersonation activity"

I have not recieved any such letter, and have never been the victim of identity fraud - I have stayed here for 15 years. I asked what was the source of this information was and was told that the warning was placed in august 2005 by the MBNA bank with whom I have never had any dealings. This information is clearly false.

The only explanation I can think of is that they apply a blanket warning against every property in a block of flats - does anyone know if this is the practice of CIFAS, or can offer any other explanation why I should find myself with a CIFAS warning against my address.
