This is the problem nowadays. Most organisations are incompetent and they are incompetent at putting things right.

We either give up and accept a pathetic service or we make them improve or at least suffer if they treat us badly.

Rare colours are sometimes used for secure printing purposes, as documented in . As colour photocopiers/printers work by mixing CMYK ("4 colour process"), whereas secure printing is usually done by printing pure colours, it's conceivable that there will be certain colours that mixtures of CMYK cannot accurately represent.
