Does anyone know where I can open a bank account in Euros or dollars in the UK, preferably in London?

I think most banks have this facility. You could start by asking your existing bank.
However, I expect that charges for such things vary hugely from one bank to another, so you might want to spend some time shopping around for the best deal, bearing in mind that the best deal probably depends on your own circumstances, such as how large a balance you expect to keep in the account, how many transactions you'll make, how many of them involve converting to other currencies, etc.

Most banks will do this. Citibank seems to be the cheapest.

I had an offshore current account with HSBC in Jersey for many years. About a year ago, they started charging me 15 pounds every month the balance was below 5000 pounds (which was every month).

If it really is for a relatively small sum and you dont want interest why not keep the cash (new version notes preferably) under the bed ?
