Does anyone have experience in setting up a bank account in a foreign country (in Europe, not US).
Which is the best department to focus on - marketing, international banking, etc.
Is it a hassle, and bureaucratic or quite easy?

Yep, without a local residence permit they didn't want to know.

Are you sure? I have accounts in three European countries, and only live in one of them. I don't (as an EU citizen) have a "residence permit" for any of them, and one of them is not in the EU anyway.
Perhaps you were wearing the wrong colour socks, or something.
