Interested charges pushing account over OD limit - extra charges allowed?

The same reason why police try to make excuses to not prosecute.

They'd rather receive their salaries for making as little effort as possible.

Some of the above are not criminal law only civil law.

They have "broken the law".

If your definition of "breaking the law" is whether they can be prosecuted then the "Supply of Goods and Services Act 1982" is a law that has been broken and if Trading Standards agencies had any desire to uphold the law they would and could prosecute.

Have you dealth with Trading Standards? They are lazy jobsworths. Even the simplest cases take a year to deal with because they prefer to write a letter and then wait two months for a reply. Any attempts to contact them will result in being given messages that they are on leave for a week or two. They don't seem very bright or dynamic and I'm sure the banks have people who can run rings round them.

Similarly, my experience of the Police is they try not to deal with most cases brought to them.

I was threatened with arrest when I went to report a crime and the desk clerk didn't want to know. I later got an apology and they admitted that the clerk didn't have a clue.

In another case two Police forces kept sending the papers to each other claiming it was under the others jurisdiction because the crime happened on the boundary between the two forces!

The Police are lazy idiots.
