Yes but they may charge you for them, especially if you are no longer a customer. IIRC 7 years is the 'magic' number if uits older than that you are probably out of luck.
Yes but they charge a lot of money for a copy. Amount and length of time depends on the bank (AFAIK)

If you apply under the Data Protection legislation, you may be able to limit the bank's charges to 10, irrespective of the number of statements requested.
A friend of mine required some old statements and the bank charged him 5 per statement. They where only for the last 6 months though, not years previous.

No one here can answer your question with a "yes" or "no" without knowing the bank, the time the account closed, the date of the statement and the type of account. The way to find out is to contact your bank, then you can post asking "are these charges reasonable?" - a question that should produce some interesting replies.
