Yes - different lenders have different attitudes.

You might be concerned, they won't be.

Most lenders will turn you down if you are not on the electoral register irrespective of any other circumstances.

I don't know about "most". I've successfully applied for a number of cards over the past couple of years without being on the electoral register. I usually get a "Please contact us for further clarification" letter, but the only CC Co, who turned me down flat was Tesco.
