Still looking for a Pre-Paid (Secured) Visa or Mastercard

I am still looking for a Pre-Paid Visa or Mastercard in the UK (loads of US sites, but none I could find will issue to a UK address) Tried my-e-bank some time ago and had a bad experience with them (even getting their card to work), although I did eventually get a full refund after visiting their offices.

Previous posts suggested that my Maestro card is virtually the same thing, but when I tried to rent a car with Europcar is Spain, they would not let me have, as I did not have Visa, MasterCard or Amex.

So still looking for that elusive card with a under £100 start up charge, anybody help?

Apparently you can get a Euro Current Account + Debit Mastercard from a French bank for IIRC £25 to Agent in UK + 35 euros pa

However you must either own a house in France or prove you've been to France in the last 6 months (cheap day trip will do!).

I'm just about to apply for one, but need to fulfil travel requirement first!!
