Don't know where you're writing from or what you're aiming at, but interest rates vary according to risk. Countries with high rates are either unstable, or have high inflation or both.

If you take out a hedge against exchange rate fluctuations, this will cancel out any higher rates you get elsewhere, so just stick to the currency you plan to pay the education costs in or to your own currency.
