VISA Debit Confusion and Overseas Transactions

Hi,

I've got a VISA Debit card and to say the least I'm a little confused.

I'm having dealings with an overseas retailer importing a few bits and pieces. Their order process is to a) Obtain CC authorisation for value of order (checking with bank, the funds have been earmarked) b) Start to process the order (sometimes 4 - 8 days to get items) c) Ship the order d) Actually CHARGE the card.

Here is the confusing part, I've had some items from them for nearly 2 weeks and the earmark off the funds has dropped off. Now I know that if it was a credi card the charge WOULD appear but the funds on the debit card have become available again.

What does this mean ?. What happens if a retailer charges a VISA debit card AFTER the earmarking has gone and the funds have become available again.
