Yes it should be accepted wherever the Visa sign is displayed.

Starbucks in the UK don't accept it.

Something to take up with Visa then.

The transaction fee with Delta is a fixed amount and is probably a significant proportion of a typical bill.

Indeed, If Starbucks are taking Visa they should be taking Visa Delta as well, If they choose not to im sure this is against Visa Scheme rules.

True.

What about VISA Electron? Is it also against "Visa Scheme rules" not to take that, if taking VISA?

I remember trying to get shops which accept Switch to accept my card even if the amount I'm spending is less than £10 or £5 etc but they never listen. I think these sorts of rules are waived if it would lose the acquirer a new client.

I think Visa Electron is slightly diffrent as it is "acceptable for eletronic transactions only." where as Visa Credit and Visa Debit (aka Visa Delta) are "acceptable for both electronic and paper transactions" (Source Barclaycard Business Procedure guide).

And in Balclaycard Merchant Terms and Conditions For: All Card processing Agreement June 2004 it says "3.3 Accepting cards" "(a) You must accept all cards as payment"

Similarly:-

"I think Visa Debit (Delta) is slightly different as it is 'a debit card' whereas Visa Credit is 'a credit card'." !!

... which could simply mean that each retailer will need to make sure that they can cope with Visa Electron, if they wish to accept any Visa cards.

Its a debit card, so thats probably why. I've seen plenty of places that dont take debit cards for small value transactions.
