Why do some places not accept VISA ELECTRON ?

We've has this with our woolwich open plan account, everyone (that we shop at) used to accept 'visa debit', but now that the card is 'visa electron' we find some shops (mainly clothes shops) are not accepting it.

I thought visa electron was aimed at the 'lower'(? riskier?) end of the market, such as new accounts, teenage accounts etc? My daughter had to upgrade her bank account from a childs one to a standard one to get a visa debit card purely because so many internet places wouldnt accept it. Doesnt surprise me that Woolwich give this as standard I'm sure they dont have clue its less acceptable (for whatever reason, whether mine above or another), it is definitely not accepted in as many places as the debit.

Because the people using one aren't considered as valuable as people with other debit/charge/credit cards, presumably because they're usually poorer or less reliable.
