I would like to institute the old 2% cash discount at a the POS. Right now we are setting customer 1 as "cash sale" and giving that customer a 2% discount. Is there any way to make discout apply at tender instead? In other words, Mr Smith buys X @23.66. When clerk goes to tender it as Cash, it automatically takes it down by 2%

There are no settings to that in the system out of the box. You can however have someone (or yourself) create a little hook that would do it programmatically.
