Discount on purchase value

One of our RMS customers wants to apply a percent discount after the customer has purchased a certain value in goods. The purchases can take place over a period of one month and applies to charge customers. As the purchased value increases the percent discount increases. There are 3 tiers of discounts. Is there any way this can be achieved in RMS or by an Add-On??
