POS Discount and Report Question (Not RMS)

In brief: How to create scannable discount and run report on redeemed discounts?

So how do I create a discount that will allow my employees to scan a barcode printed on a coupon we distributed/mailed? We are distributing a number of coupons to households in our two closest ZIP codes and we want to apply the

10% discount by scanning the barcode printed on the coupon.

The built-in discount creation feature only allows you to designate those Items to which a discount can apply. Creating an Item under a Department/Category titled Discount does not allow us to select a percentage reduction amount, nor does it allow us to indicate a negative value for the Item (e.g., $2.00 off, or -2.00).

We can enter the discounts manually, but the reason we went with POS was its advertised feature-richness (including the scanner and capability of creating barcode labels). But even if we enter discounts manually, how does someone track discounts? The reporting feature does not include discounts as one of the selections to report on, and we want some way to track how many of the coupons are redeemed.
