Problem with PO generation

We run HQ with 9 stores and a warehouse. All ordering and receiving is done through a central office location, where the office and a warehouse are located. That warehouse is "Store 10" as far as RMS is concerned.

When we generate a PO based on stores' reorder information, we are not getting accurate information, and I'm wondering if it's a limitation of RMS or something I'M doing wrong, both are definite possibilities!

We order from some suppliers that require a 2-3 month lead time, so the PO's sit in the system for a long time. We turn in a PO to that company based on reorder information set for each store, all to be delivered to "store 10". So now, Store 10 shows 45 of an item on order, 5 per store. Although that PO is marked as "placed", those items show up on every subsequent PO for that supplier. Is that because only the one store shows them as being "on order"? I would have assumed that, since you can place a PO to be delivered to one location for distribution, that it would then take those "on order" numbers into account for future PO's. Is that not the case?

I'm working with Retail Analytics on at least a partial solution, but would like to handle it within RMS as much as possible.
