The limitation is imposed by the version of MS SQL server that you're running,not by the RMS version.
MSDE (The version that shipped on the CDs through 1.3) is limited to 2GB Database size. MS SQL Server 2005 Express Edition (Ships with RMS 2.0 and is compatible with 1.3R1) allows up to 4GB Database The 'full' versions of SQL Server 2000 and 2005 are limited only by hardware.
The most likely case based on version 1.2 is that you are limited to 2GB because MSDE is part of the default install.

If you are using the built in Free SQL version then you are limited to 2 gig. If you have ready SQL 2000 then you are limited by hard drive space.
