Down load the free SDK and write yourself a custom user interface.

The SDK is the Software Development Kit.... not something for the 'average' QuickBooks user.

Short answer, you can't. About the best you could do, if you need to use the memo to identify a specific bill from a vendor, is to highlight one of the 'candidates' and select "go to bill" from the bottom of the pay bills screen. It will open the "enter bills" screen to the original bill, where you can see the memo.
I assumed by the nature of the question that Kim was a seasoned programer. .
