How do I get my Startup Location to be "Manage Manual Bills and Income"

Contrary to the claim of the original poster in the above discussion, Q2017 did NOT have a startup choice of "Manage Manual Bills and Income" (by which I assume the op means, "Manage Bill & Income Reminders" which is accessed from the Tools menu). Neither Q2012 nor Q2004 had such an option either.

Because, as Chris-QPW notes in the above discussion, the Quicken "Startup" choices must come from choices available as Quicken views or be Quicken accounts, and "Tools > Manage Bill & Income Reminders" has never been a view or an account.

What is true is that there used to be an option on some older Quicken version's (including Q2017) Bills tab called "Reminders" (it was called "Upcoming" in Q2012). The Bills tab Reminders sub-tab was valid a choice for Startup. But the old Bills > Reminders was NOT the same as "Manage Bill & Income Reminders". The Bills tab choice had only no sub-tabs (Manage Bill & Income Reminders has 2 - 4 sub-tabs) and did not have several of the columns available at Tools > Manage Bill & Income Reminders.

There's also still (in Q2020) a choice of "Bill and Income Reminders" for Home tab views; and a specific Home tab view can also be a Startup choice. The Home tab "Bill and Income Reminders" choice is also NOT the same as Tools > Manage Bill & Income Reminders; it's missing most of the same things that the old "Reminders" view was missing. But it has something that no other view of Reminders has: the option to display the account to be used by each Reminder in the list.

It's hard to have much sympathy for someone who combines a bad memory, with uninformed claims about what constitutes a bug and about what is "poor planning and programming"; coupled with a self-serving opinion that Quicken is obliged to revert the software back to the way it was (without ever knowing why the "unwanted" change was made or how other users would be affected if the complaining user got his way).
