Failure to clear downloaded transactions

I use Q2012 on Windows 7 OS. When I download credit card transactions from Chase Visa Quicken Rewards they appear in my registry with a blue dot in a left-hand column. After categorizing and memo entry and saving the transaction the blue dot normally disappears. In cases where the transaction are exactly the same as a previously entered transaction as to payee, amount, tag, expense category, the blue dot does not clear upon saving.

I have several transactions each month that fit this description. The only way I can clear them is to add one or more characters to a field within the transaction. Has anyone else experienced this issue? Is there a fix or is it a minor annoyance that I need to get over?

Click on that blue dot and select, "Mark as reviewed" (or "Mark all as reviewed" to do them all at once).
