I can open Quicken with no problem in my administrator (owner) profile, but when I try to open it in my Limited user profile all I get is the opening Quicken logo that flashes on the screen, and nothing more - it won't open.
The data files are stored in a Quicken subfolder under the Limited user's Documents folder, so there should not be a permission problem
Quicken writes to the "Program Files\Quicken" folder. You have to give your limited user write access to that at least. If you google for it you'll find better descriptions.
Yes!! I've never bothered to figure out *what* Quicken [always!] does in its install directory, but it definitely needs write access to it.

No real need, it is simple enough: give your limited account write access to Quicken's install directory [which is likely \program files\quicken] and to \windows\quicken.ini.
Using computer management applet in control panel, open "Local Users and Groups".
Under Groups, Choose Action... New Group... Call it "Finance". Under Description Call it Quicken and Financial Users. Click Add...
Click Object Types and Choose Users only. OK
Click Advanced... Find Now
Choose those Users to whom you wish to grant access. (Maybe your spouse, not your kids... your call)
Click OK, OK, Create..., Close
Close Computer Management
In Control Panel, under Folder Options, View, scroll down the advanced settings to "Use simple file sharing". Clear the check box. Click OK
Browse to the Windows folder and focus on "Quicken.lic". From the menu line choose File... Properties
Click the Security Tab, and click Add... As before click Object Types and select only Groups. Click OK. Click Advanced... Find Now. Choose "Finance", OK, OK. Highlight Finance group, and under permissions for Finance, check the Allow Box for Modify. Click Apply, OK.
Browse to the folder where Quicken is installed. Find 3 files: QW.RMD, QW.CFG and QREQST_VS7.dat. Check Properties on these files. Choose Security, then Add... Finance. Ensure Finance has "Modify" permission Allowed. Click Apply, and then OK
That's it. I suggest you return to the Folder Views applet in the Control panel and reset Simple File Sharing.
NOTE: I keep my Quicken Data Files in a Quicken Folder inside the Shared Folder. When setting up Quicken, a new data file defaults to the Quicken installation folder under Program Files. It is easier to copy your existing files to the Shared\Quicken folder and run it from there as it avoids the necessity of setting addition permissions on subfolders and various other files, or carte blanch giving Write permissions to the entire Quicken installation Folder and sub-folders.
