15% VAT and wine

The chancellor said he was increasing the duty on alcohol (and fuel and tobacco) to offset the 2.5% VAT decrease so there would be no effective change. But wine ranges from around 3 to, well almost anything, yet the duty is a fixed amount. I haven't seen the actual duty increase in wine spelled out - what's the price point above which it should (!) now be cheaper?

I heard a figure of 28 pence on a bottle of whisky, so any decent stuff should be cheaper.

- looks like wine below 6 a bottle will be more expensive. I'd guess that's a very high percentage of sales (ie the chancellor lied).
