Chip and PIN cards will still carry a magstrip. I would suggest that because magstrips are retained cards can be cloned. What's concerning is that a PIN issued with such a card will enable any fraudster to use a cloned card & associated PIN at a non-Chip compliant ATM at home or abroad. Cards can be used with PINs at cash-machines world-wide where the associated logo is displayed. Until every single ATM and every single retailer has chip readers vice magstrip readers and every card is chip only, then cloning will remain a problem.
