Does England still need to import Dole recipients?

I've been watching the news tonight and they were reporting from London about how an investigation into the discovery of an African childs torso in the Thames two years ago led into the discovery of a child smuggling ring whereby children were smuggled into England from Africa (Nigeria?) and used to pad Dole claims as well as providing another income source (unspecified). There was also inferences of the parties being engaged in "ritualistic" behaviour (draw from that what you will).

Will the individuals smuggled into the UK have a legal right to remain and, will the participants in this revenue generating scheme face any major punishment or is there wiggle room with witch doctor being a valid religion? Plus will the income generated be taxed as they are non citizens and technically not legal residents.

There was just the briefest of news snippets on about it and there doesn't seem to be much else about it on the web.

LOL. Your attitude is that cheating a couple of pounds out of dole was the biggest crime and mutilating a child slave to death the smallest. The revenge of the colonies?

I'm not sure about LOL - more "DOL" (despair out loud) - the suspicion (on the BBC reports) is that the children were being used for child labour or prostitution which I find far more worrying than some dole scam.
