Steps taken When I get to the SMS program I upload the saved CSV. file
Next It asks for me to log in to the Database connect
----Which i have done, but I canèt seem to get to next screen(NEXT button is not high lighted)
At the very top of the SMS window it asks me to load save setting from previous session. When I click on the right of that nothing shows up.
I hope this is enough info.

You need to browse and select the CSV file you are importing,. The load save settings is for when you have already mapped out the fields and clicked the save button. It creates an .imp file that you can load.

Sorry, did not read your entire post. DONOT click on the the Load Settings button at all. Steps to take: Upload CSV file. Load Database settings. Click Next button. Map the fields. Click Next. Check the skip first line when importing. (if you have headings in your CSV file) Click Import.

When this happens are you able to click on the Connect button still?

Let me rephrase, after setting the database and after choosing the CSV file are still able to click on the Connect button? If you are then the connection to the database was not made, click on the Connect button again, you will either be prompted to enter the database information again or the Connect button will be greyed out and the Disconnect will now be clickable.
