Aristide was rescued so that he could not be brought to trial and reveal his connections with the China-Triad-PLA-CIA-Bush-Clinton drug distribution hub in Haiti. Clinton stepped in when the new elected Parliament began to investigate Aristides drug trade connections -- it was the fasted Clinton ever acted in foreign policy.
