Total newbie - when does the Inland Revenue get involved?

Say if I build someone a basic website, and ask them £50 for it. Then I make another one for someone else, then another one, etc, etc.

At what point do I have to say "OK, I must be "earning" some money here, and I must therefore? set up a "company", and I must also tell the Inland Revenue that I am earning money that they need to take tax from.

There's 2 aspects here -

1) When to declare the extra income to the IR 2) When to declare a business

The personal self assessment forms always ask you to declare any income not already covered in the investment/benefits/employment & property sections. So you will have to declare it at that point.
