What is the best practice to add new item. Is it at HQ or at Store Level.... ??

If you have HQ, and the item is in all stores, or if you would to receive transactions ... HQ!

I have new items at one of the store --- how do i pull this item to HQ and then initiate in all other stores ?????????

Through RMS - you don't
Although it is not technically a must for RMS to work properly in a HQ and store environment you must setup items at the HQ and set security in such a way that items cannot be setup in the stores.
