We are using PC Charge for our credit card, if the internet go down, it will roll over to a modem. Does RMS with the built in option for credit card have a way to setup to use a modem for credit cards it the internet go down during the day?

No, not as part of RMS.
You can create a dial-up connection to an ISP in Windows and manually connect it, or you can get a broadband router that supports fail-over to dial-up. As long as there is a pre-existing connection to the internet, the built-in processing will use it. It does not necessarily have to be a high speed connection, just pre-exisiting.
