I am currently calling qsRules.Transaction.Customer.Zip, but all I get returned is a 0. I have ensured that I have set a customer prior to calling it (and that the customer has a zipcode), but ...

There's a function on the Customer object that Sets the shipping address. I believe that you need to call that before any of the Customer.* address fields are populated...
