Gift Cards with Price Levels

We are set up as follows:

We are a multi-store company using HeadQuarters. One of our locations uses Price Level C for all transactions. On the Inventory tab of the Configuration screen, that location is set to Use Price Level if it exists, otherwise use minimum. On the Register Properties screen, we are set up with a Default Price Level of C. Whenever we ring up a gift card at this location, the screen pops up asking us for the serial number, then the screen pops up asking for the value of the Gift Card. We enter a value, but zero's still show up on the transaction screen.

According to a knowledgebase article, if we put a value in the price level field that is higher than anything we would ever sell the gift card for, that this will solve the problem. In testing, this does work if you don't have a set price level for a register, but it still does not work in our environment, with a set price level. What do we do next?
