Printing Customer Statements, seems to be a big problem all around

I have a strange issue I can't seem to figure out. When I print customer statements, even though the option to PRINT CUSTOMERS WITH $0.00 BALANCE is NOT checked, it still prints 1 for every customer with activity for the billing cycle.
I've seen this problem questioned many times all over the boards, but have never heard a legitimate answer for it. Its a very big problem with my clients and I need some suggestions or answers.

Even if the customer has a balance of 0.00. If there has been any activity in that account say a payment it will print a statement.

Theer is NO solution. The MSFT product literature suggests any number of Account types can be created, and if you look, after you create an Acct, it has a unique Acct ID. But, there is no way to utilize this as an end user. Any activity in any type of Account made in RMS, I believe regardless of closing date, is going to be printed. We have hundreds of A/R clients, and many more others using a generic Acct - not for statements but to segregate customer types - there is NO way to segregate them at the moment of closing & running statements.
Different closing dates for different accounts is not something that seems to affect anything - they all print.
This is the most god awful thing I have eperienced in this SW. The literature suggests that everything is hunky dory with creating and using multiple accounts, but there are no controls in the Accts interface that could possibly help manage any different accounts.
There currently is no way except MANUALLY CHECKING EACH statement, or something involving a manual procedure at some point in the procedure.
The Acct ID is there, so if MSFT would pay attention or I, or you, lucky reader, paid a programmer to do it, yes I bet it could be made to be right.
